Spanish fine and the 50% discount

Half off within twenty days

After a fine, you have twenty calendar days to pay voluntarily with a discount, or to appeal. Choose to pay, and the law says:

Una vez realizado el pago voluntario de la multa, ya sea en el acto de entrega de la denuncia o dentro del plazo de veinte días naturales contados desde el día siguiente al de su notificación, concluirá el procedimiento sancionador con las siguientes consecuencias: a) La reducción del 50 por ciento del importe de la sanción.

Note the first part: ya sea en el acto de entrega de la denuncia, whether at the moment the fine is handed over. So the discount also applies if you settle on the spot immediately. You don't have to wait to get it.

Twenty calendar days, not working days, starting the day after notification.

What you give up for it

The same provision continues, and that part is often skipped:

b)	You give up the right to appeal. If you file one anyway, it's treated as not submitted.
c)	The procedure ends on the day of payment, with no further decision issued.
d)	The administrative route is exhausted. What remains is only the administrative court.

That's the real choice. Paying is half the price, but it's also the immediate end of the discussion. If you think the fine is wrong, those twenty days are also your window to say so, and then without the discount.

Don't live in Spain, and it works differently

Cuando el infractor no acredite su residencia legal en territorio español, el agente denunciante fijará provisionalmente la cuantía de la multa y, de no depositarse su importe, el conductor deberá trasladar el vehículo e inmovilizarlo en el lugar indicado por el agente denunciante.

If you can't show legal residence in Spain, the officer provisionally sets the amount on the spot. Don't lodge it, and you have to move your vehicle and immobilise it wherever the officer indicates. Payment can be made by credit card or cash in euros.

And then comes the sentence worth knowing: for that amount, the possibility of the 50 percent discount under Article 94 expressly still applies. Settling on the spot in Spain doesn't mean you're stuck with the full amount.

When the discount doesn't exist

The abbreviated procedure, and with it the discount, doesn't apply to a specific set of offences classed as very serious under Article 77 (ten in total, letters h through t). Two of those touch professional transport directly.

Damage to the road or disruption to traffic due to the mass or dimensions of the vehicle, without the required permit or outside its conditions	no discount
The owner or lessee who refuses to truthfully identify the responsible driver when duly asked to do so	no discount

The first is the one that matters most for anyone driving abnormal or oversized loads: operate outside your permit and cause damage or an obstruction because of it, and there's no abbreviated route and no halving.
